What this certainly means is that we can expect Active Clubs to get infiltrated by agents provocateur who will proceed to advocate and/or even enact activities that can be legally defined as terrorism. Most serious clubs will be able to avoid this, so the feds may address that by setting up entire puppet clubs of their own and have these puppet clubs behave like terrorist groups.
But the essence of Active Club is camaraderie and fitness, not frontline activism. Second Sons does more activism but they aren't a White nationalist initiative. Neither strays into the realm of terrorism; the CBC propagandists are relying heavily on casual chit-chat from online discussions to fuel their fearmongering.
